What Does the APS Certificate Cost?

What's Changed for 2026: The New 70% Class 12 Rule

 

This is the single most important update for undergraduate applicants. From Winter Semester 2026/27 onwards, APS India requires a minimum of 70% overall marks in your Class XII certificate to be eligible for a German bachelor's programme - a significant increase from the previously unenforced floor. 

 

The rule applies uniformly across all boards (CBSE, ICSE, and state boards), is calculated on the maximum achievable marks rather than just the subjects you attempted, and applies to both undergraduate pathways:

 

Studienkolleg pathway: Class XII (70% or above) + APS certificate → qualifies you for subject-restricted admission via a Studienkolleg foundation-year programme

 

Direct admission pathway: Class XII (70% or above) + APS certificate + at least one completed academic year of a recognised Indian bachelor's programme → qualifies you for direct subject-restricted admission to the same or a closely related field

 

If your Class 12 score is below 70%, the direct undergraduate route into Germany is closed under the new rule — including the one-year-of-bachelor's route, since the 70% Class 12 threshold still applies there too. This doesn't rule out Germany entirely: most Indian students in Germany are actually postgraduate students, so completing a bachelor's degree in India first and applying for a master's later remains open regardless of your Class 12 score.

 

NOTE: The 70% rule applies to undergraduate applicants only. Master's and PhD applicants are not affected by this threshold at the APS stage - German universities instead set their own CGPA requirements for your bachelor's degree, typically in the 60–75% (or roughly 6.5/10 CGPA) range depending on the university and programme.

 

Who Might Be Exempt from APS?

 

A few categories of applicants may not need APS certification, though eligibility for exemptions should always be confirmed directly with APS India rather than assumed:

Students whose entire prior education (from Class 10 onward) was completed outside India

Students who already hold a German university degree

Certain government-funded scholarship recipients, including some DAAD programme awardees

Exchange students entering through formal institutional partnerships

Some PhD applicants, where the dissertation supervisor does not require APS certification

What Documents Do You Need?

The Digital Master Test (dMAT) is a standardized academic aptitude test that some master's applicants have been required to submit alongside their APS application since mid-2026, depending on their field of study. Registration, testing, and certificate issuance run in scheduled sitting windows throughout the year. If your intended master's field requires it, check the current dMAT registration window on the APS India website well before your APS submission, since sittings run on a fixed schedule rather than on demand.

What Does the Application Process Look Like?

Register on the official APS India portal (aps-india.de) using your name exactly as it appears on your passport, and verify your email

Complete the online application form with your full academic history, from Class 10 onward

Pay the ₹18,000 APS fee via CCAvenue (recommended) or bank transfer, and keep your payment receipt

Prepare your document package - colour photocopies only, A4 size, both sides copied where relevant

Receive your certificate: successful applicants get a digitally signed PDF called DigZert, verifiable through Adobe Acrobat Reader or digiSeal Reader, along with physical original copies by courier

 

How Long Does It Take, and How Long Is It Valid?

Under normal conditions, processing takes 3 to 4 weeks from the point your application is complete. During peak application season, it can stretch to 3 months. Applications with any missing document - most commonly incomplete semester mark sheets, a wrong or unresponsive institutional email, or a name mismatch between your passport and academic records - tend to take significantly longer to clear.

 

Once issued, the APS certificate has indefinite (lifetime) validity and can be used for an unlimited number of German university applications - you don't need to reapply for each university you apply to.

NOTE: If APS India emails you asking for clarification or additional documents, always reply within the original email thread. Starting a new email restarts your case history and can meaningfully delay your application.
