Neem Agent Registration Process for Companies

All India Council for Technical Education, with an objective to offer on the job practical training to enhance the employability of students pursuing graduation/diploma to increase their employability, makes the same Regulations. These Regulations shall apply to any Company registered under section 25 of Companies Act, 1956. Apart from a Company, a non-government organization, registered as the Society or Trust, can also apply for registration as the NEEM facilitator. The council has relaxed the conditions for registration of private firms as "facilitators" to offer on-job training, revising its National Employability Enhancement Mission (NEEM) Regulations of 2013.

These regulations are: -

NEEM agent has to pay all enrolled NEEM trainees a remuneration/stipend which shall be at par with the prescribed minimum wage for the unskilled category.

The NEEM agents have to register with AICTE for being approved as NEEM agent.

A private company with a minimum annual turnover of Rs 5 crore can now seek registration with the All India Council for Technical Education (AICTE) to offer on-job training to the students of technical education

Earlier, private organizations with an annual turnover of at least Rs 50 crore and capacity to place 10,000 trainees were only eligible for registration as the NEEM "agents." The AICTE notified the revised NEEM Regulations in an official gazette recently.

The company that wants to make a NEEM agent have to submit an affidavit as per proforma for registration with AICTE in addition to the submission of data online.

If any member of Trust or Company is facing an enquiry including a vigilance enquiry or if there is any criminal investigation/prosecution by police or CBI, then such Trust or Company will not be eligible to apply for a NEEM Agent.

The agent has the capacity to place at least 10,000 students per year in registered companies.

Under the revised rules, a private organization with an annual turnover of Rs 15 crore to 25 crores is eligible for registration as the NEEM facilitators, provided they have the capacity to train at least 3000 candidates per year.

As per the AICTE regulations, the government bodies are also required to be registered with the AICTE as the NEEM facilitators to offer on-job training programmes.

The Agent should comply with health, safety, and welfare of the trainees.

NEEM Agent has to pay compensation to the trainees in accordance with the Minimum Wages specified.

If personal injury is caused to a NEEM trainee, by any accident arising out during the course of his training, NEEM agent has to be liable to pay compensation which shall be determined.

The agent creates awareness among trainees on safety measures, so the possibility of accidents is less. NEEM agent shall upload the NEEM trainee data on the AICTE web portal in the available formats.

The Company provides quality work experience to the trainees. The agents build a bridge between the company needs & the student's skills. These Agents play an important role to fulfill the gap between students and the company. The Agents facilitates student efforts to cope up with the new industrial culture.

The Agents conduct the regular review with students as well as representatives of the industry to ensure the best outcome of the program for students as well as industry. They make the youths to convert their academic inputs into the output of the company. At the end of the training period, the employer will have the first right to hire the candidate but it is not obligatory.

The main proposes of this scheme is to appoint 2 lakh apprentices every year for the next 10 years. These Agents contribute to workforce productivity, socioeconomic development, and social harmony through academic, research, training and extension programs.
