Patient safety is in danger because specialist doctor jobs are not being fulfilled, and many doctors quit this year due to the stress of work and bullying, a study of the medical workforce discovered.
The annual Irish Medical Council review was the first time it related recruitment issues directly to the safety of patients.
They also warned that 34.9 percent of doctors are currently classified as part of the "General Division," and 34.9% are registered in the "General Division." At the same time, specialist positions aren't yet filled. This could have implications for the safety of patients.
The data shows that over 25 percent of the complaints against doctors are related to General Division compared to just less than 1% for those in Training Specialists or the Supervised Division.
The IMC discovered that although new doctors are continuing to enter the field, significant numbers of people left the profession, totaling 982.
Seventy-six doctors have retired, compared to 216 who quit due to family or personal reasons and 146 due to low career prospects. Others said they left to earn higher salaries.
New doctors
The report stated that this year, 2,605 new doctors had been registered with the Council, an upsurge of 14 percent over the previous year.
"Of those, 1,717 were international graduates, and 888 were Irish graduates," the report noted.
Medical Council chief executive Leo Kearns stated that they were pleased with recent legislative changes that will increase the accessibility to education for doctors.
"More needs to be done as, without access to career development, these doctors too will leave," he added.
He said that their work conditions have severe consequences for professional and patient security.
One doctor who has since quit Ireland mentioned in the report stated that they were grateful to supportive colleagues but generally found the atmosphere unpalatable.
"I sometimes found it difficult to be considered the same level professional as my Irish colleagues."
The report indicates that 62% of respondents self-reported working over 40 hours per week, and over a quarter worked longer than 48 hours per week.
Resentment over these hours is evident in remarks that include: "Having a family, it is impossible to maintain good work personal life balance working in the Irish health system especially being on the training scheme."
The report also reveals that some of the retirings were "re-retirements" as recently-retired doctors returned to work amid the pandemic and have since left to return.
